The goal of the
bill (Reg. No. 9000) is to strengthen financial independence of the
local self-government, generate resources for the fulfillment of their
authorities, and increase the budgets of development. At the same time, the
committee members are concerned about reduction of the share of local budgets
in the total state budget and inadequate financial support of delegated
authorities which might have critical consequences for the stability of
socio-economic situation in the regions.
The committee members suggested increasing the net transfer to the local budgets by UAH 32,1 billion to support implementation of authorities of the executive bodies delegated to the local self-government and authorities of municipal self-government delegated to the local city administration.
The committee members also recommended formalizing the following norms in the state budget for 2012: financial support of housing and public utility sector (UAH 11 billion); governmental support of construction (purchase) of affordable housing (UAH 1,8 billion); supply with utility meters (UAH 1 billion); State Targeted Economic Program of Energy Efficiency for the years 2010-2015 (UAH 458 million); governmental support of implementation of investment projects related to re-equipment and major overhaul of the houses which set up organizations of co-owners of multi-apartment buildings (UAH 525 million).
